The meeting of the Council of Ministers on the 14th of August 2019
The Council of Ministers met at the Palace of Government in Dili, and assisted in the presentation by the Minister for the Reform of the Legislative and Parliamentary Affairs, Fidelis Manuel Leite Magalhaes, related to the Programme of the Reform of the Public Administration. This program is part of a group made up of the four major institutional reforms (the Reform of the Public Administration, the Reform of the Fiscal and Financial Management Reform in the Decentralization and Reform of the Legal and Judicial representation) to be carried out and aimed at transforming and modernising the public administration, making it the most capable, innovative, responsive, transparent, and targeted to your audience, and your results. The ministry of Education, Youth and Sport, the Dulce de Jesus Soares, gave a presentation to the Council of Ministers, on the Design of the PRO-Portuguese, a collaborative partnership between this Ministry and the INFORDEPE, and the Camões-Institute of Cooperation and Language. This project is aimed at contributing to the further development of the education system in Timor-Leste, through support to the sector in the on-going professional development of the teaching staff of the educational system of higher education. This program will replace the program’s Form was completed on 31 December 2018 at the latest, and will be carried out between 2019 and 2022. The PRO-Portuguese, thanks to the completion of 520 hours of training, with an average of 4 to 300 teachers a year, it will be possible, within a period of three years, and all of the staff of the national education system to reach a level B2 of language proficiency in the Portuguese language by the end of 2022.
The Council of Ministers, assisted also at the presentation of the Minister of Defence, Filomeno da Paixão de Jesus, and representatives of the companies Damen Shipyards, and the Pan Union Corporation, from submitting a proposal for the purchase of ships for maritime patrol and other equipment for the marine, with the aim to ensure the effective patrolling of the coastal areas, the national, and to respond to emergencies and disasters.
The Minister of Finance in the fiscal year, Sara Lobo Brites, presented a proposal for a Decree Law, which was approved by the Council of Ministers on the amendment of the organisational structure of the Customs Authority. This amendment is intended, in view of the complexity of the tasks performed by the Customs Authority, to carry out a number of adjustments that will allow the administration to respond in a way that is more transparent with the challenges you face on a daily basis. In this way, there is a change in the structure, and the duties of some of the central services of the Customs authorities, with a view to restructuring and reformulation of its roles and powers, so as to better meet the needs and ensure the delivery of services to citizens in an effective and efficient manner. The present law adds to the framework of the Customs Authority of the planning, finance, logistics, and asset management and maintenance, administration, and human resources, as well as the drive to the resort. It is also changed with the appointment of a director to a maximum of the tax Authority, which shall be designated as the Commissioner.
The Minister of Finance, in the exercise also presented a proposal for a Decree Law, which was approved by the Council of Ministers on the amendment of the organisational structure of the Tax Authority. Through this act, he shall, if the alteration of the structure and the tasks of the central services of the Tax authorities, the declaration and payment management, fraud prevention, returns, and refunds of the value-added tax, the management of procurement and contracts, information systems, and a registry of taxpayers, and international relations, taxation, communications, and public relations, and contracting and sub-contracting of the inspection, the tax of oil, and the inspection, the tax of mineral.
The Minister of Oil and Minerals-in-charge, Agio Pereira, has submitted a proposal for the Resolution of the Government on the appointment of the official customs broker for the import and export activities related to the Bayu-Undan field. The Council of Ministers has decided to grant a forbearance during the time period from the evening of the 26th to the 29th of August, on the occasion of the celebration of the twentieth anniversary of the Popular Consultation and to the mission of INTERFET, to all employees, officers and agents of the ministries and dependent services, as well as the institutes and organisms integrated in the indirect administration of the State, in order to allow for maximum participation in the activities of the celebration.
