Source: Federal Ministry of food and agriculture to take the Federal Minister for food and agriculture, Julia Klöckner, wants to help livestock aging, where the feed for their animals has become scarce. It still requires the approval of the Bundesrat.Julia Klöckner: “Animals need food, the whole year. Therefore, we want to help our farmers pragmatically, to help them care for their animals. Because in certain regions there has not been enough rainfall, too little has grown up. In addition, the drought of the past year is still behind. The food stocks are still not replenished. Therefore, I am clearing the way to use the growth of catch crops that have been declared as priority ecological areas as feed. The condition is that the area in which the area is located actually suffers from a lack of food due to the weather and is reported accordingly by the Länder. “Further information: The amendment to section 31 (4) of the direct payments implementing regulation empowers the Länder to: generally or in individual cases identify areas with weather-related food shortages. Farmers in these areas can then use areas with catch crops or grasslands that are used for environmental purposes, in addition to grazing with goats and goats, which is otherwise permitted, as well as grazing with other species or cutting for animal feed. Crops and subsurfaces used for environmental purposes must remain on the site at least from 1 October to 31 December of each year. This period is extended by § 5 (6) of the Agricultural Payments Ordinance by the end of 15 February of the following year or, in the case of a provincial ordinance, by the end of 14 January of the following year. Normally only grazing is allowed during this time. The amendment to the ordinance also permits cut use during this period, provided that the area is designated as an area with a weather-related lack of food. The regulation is limited to the year 2019 or the beginning of the year 2020.
