With the presence of the Undersecretary of Crime Prevention, Katherine Martorell, the Commission of Citizen Security of the Chamber of Deputies initiated the voting in particular of the project that strengthens the preventive control of identity by the police, as well as the control mechanisms and claim before their abusive or discriminatory exercise (bulletin 12.506).
The instance began with the vote on the article referring to the digital tools to be used to make this control more effective, without exceeding the rights of young people who are subject to this audit, as explained by the deputy and president of the commission, Miguel Angel Callisto (DC).
The parliamentarian said that “we are advancing in the field of new technologies that allow a much more agile procedure, where human rights, freedom and dignity of the people being controlled are respected.”
“What we are doing is opening the possibility so that the identity card is not the only document; A young person who does not carry it will be able to present his national student card, any certificate or document that proves his identity and will even have facilities so that, through telephone lines or digital platforms, he validates his identification, so that he does not have problems that affect his tranquility and your daily life, ”he explained.
Meanwhile, Undersecretary Martorell highlighted the progress made by the project, highlighting the importance of the regulations as a whole.
“We also seek to establish hypotheses that avoid excessive discretion by the Judiciary and generate a much more effective police management, establishing certain criteria from the perspective of investigative control and training for police officers; of how these procedures should be developed, with the respective complaint channels, in the event that this has not adhered to the law, ”he said.
It should be added that the parliamentary instance continued with the vote on the project that sanctions the improper use of calls to emergency services, an initiative aimed at sanctioning the so-called telephone calls (bulletin 9597).
