The solemn ceremony took place on June 25 in the city of Nis (the Republic of Serbia) on the territory of the Russian-Serbian humanitarian center. The first exercises were opened by the First Deputy Minister of Emercom of Russia Alexander Chupriyan and the State Secretary of the Republic of Serbia Milosav Milichkovich.
“Alone, coping with large-scale emergencies is difficult. Therefore, it is so important to increase the practical interaction of firefighters and rescuers of our countries, their ability to quickly and effectively come to the rescue when large-scale disasters and catastrophes occur. Today, Russia has one of the most professionally trained and sought-after fire and rescue services that is capable of conducting complex humanitarian operations anywhere in the world, ”said Alexander Chupriyan.
In turn, Milosav Milichkovich stressed that during the exercises in Serbia, the participants will gain the necessary experience in interacting with tasks of any complexity. International rescue training exercises are of great importance.
Upon completion of the opening ceremony, Alexander Chupriyan familiarized himself with the course of the first stage of the exercise. According to the legend of the exercises in the territory of the Balkan Peninsula, an increased seismic activity is observed, as a result of which a destructive earthquake occurs in the territory of the Republic of Serbia.
The main goal of the first stage of the exercise is to work out the rules of information interaction between the Emergencies Ministry of Russia and the Ministry of Internal Affairs of Serbia, as well as the algorithm of international interaction in the format of the Global Network of Crisis Management Centers. The joint work of the Emergency Situational Centers within the Specialized Resource (VOSOCC) of the UN OCHA, which allows for the rapid exchange of information in the event of emergency situations requiring an international humanitarian response, was organized.
In addition, to assess the current situation, NCSU conducts space monitoring throughout the Balkan region, determines the sources of natural fires, conducts operational calculations of the effects of an earthquake and comprehensive modeling of the situation. After that, hearings of the heads of the fire and rescue units of the participating countries on the current situation and the organization of measures to eliminate emergencies resulting from a devastating earthquake are held.
Alexander Chupriyan appreciated the coherence of all the participants of the exercises. In addition, the First Deputy Minister got acquainted with the current activities of the Russian-Serbian Humanitarian Center and the exposition of scientific and educational institutions.
On June 26, exercise participants will have to complete practical exercises of the fire and rescue units on eliminating the consequences of a devastating earthquake in the territory of the Republic of Serbia.
Recall the international exercises are held from 25 to 28 June. The Emergencies Management Center of Russia (NTSUKS), the Tsentrospas rescue squad, the Noginsky and Nevsky rescue centers, the Zhukovsky, the North-West and the South aviation rescue centers, and the specialized fire and rescue unit of the FPS in St. -Petersburg, as well as the Rostov Emergencies Ministry’s State Institution in the Rostov Region, Center for Emergency Psychological Aid, FGBU VNII GOCHS, Academy of Civil Protection, St. Petersburg State Border Guard Service, 72 Central Polyclinic. Total about 200 personnel.
