Social benefits, CSG, maternity leave, care path, zero charge, generic drugs … The social security financing law 2019 was published in the Official Journal of 23 December 2018. What does it envisage?
The Social Security Financing Act for 2019, which contains a number of measures affecting individuals, provides in particular:
the revaluation as from 1 January 2019 of the minimum old age of 35 € per month for a single person, 54 € for a couple and 1.5% for the active solidarity income (RSA) and the specific solidarity allowance (ASS );
the 0.3% increase in retirement pensions and family allowances;
the introduction of a smoothing mechanism for the rates of generalized social contribution (CSG) on retirement pensions. Since the difference between the moderate rate (3.8%) and the full rate (8.3%) is relatively large, the full rate of CSG will only apply if the beneficiary of the retirement pension exceeds the applicable threshold for 2 consecutive years;
the exemption of the basic and supplementary pension contributions from the salary portion of overtime from 1 September 2019;
the increase in the amount of the complementary childcare allowance (CMG) for families with a child receiving the education allowance for handicapped children (AEEH) as of November 1, 2019;
the extension of maternity leave for self-employed women, business leaders and women farmers in 2019. They may benefit from maternity leave as long as that of employees and will have to take a minimum of 8 weeks of maternity leave and 16 at the most ;
the progressive implementation of the full reimbursement (remains at zero load) by the Social Security and the complementary health of certain glasses, dental prostheses and hearing aids, thanks in particular to the setting of price ceilings;
the reimbursement of medicines on the basis of the price of the generic medicine. “Objective medical criteria” will be defined in conjunction with the National Agency for the Safety of Medicines and Health Products (ANSM) to limit the recourse of doctors to the mention “non-substitutable” on prescriptions that must be justified;
the generalization of the experiment on influenza vaccination by pharmacists as of March 1, 2019;
the establishment of a care pathway for children from 0 to 6 years to intervene as quickly as possible in case of suspicion of a disorder related to autism;
the redeployment of mandatory medical examinations for children and young people under the age of 18, including a new compulsory oral exam at the age of 3, covered 100% by the Health Insurance;
strengthening early access to certain innovative health products for patients;
the creation of a fund to combat addictions related to psychoactive substances, particularly tobacco and alcohol (replacing the tobacco control fund).
