Today in Sochi, State Secretary – Deputy Minister of Internal Affairs of the Russian Federation Igor Zubov and First Deputy Prime Minister, Minister of Internal Affairs of the Republic of Abkhazia Aslan Kobakhiya discussed issues of cooperation in the security area. Based on the results of the meeting, the parties signed an Agreement between the Russian Federation and the Republic of Abkhazia on the procedure for establishment and operation of the Joint Information and Coordination Center of the Internal Affairs Bodies.
The creation of the Center is one of the stages within the implementation of the provisions of the Treaty concluded between the Russian Federation and the Republic of Abkhazia on alliance and strategic partnership signed by the Presidents of the two states in November 2014.
“We believe that the foundation of the Joint Information and Coordination Center will strengthen Abkhazia’s sovereignty because it will open the official path for Abkhazia to the level of international police cooperation,” emphasized Igor Zubov.
The key task of the new interstate body will be the organization of exchange of latest relevant information between the law enforcement bodies of Russia and Abkhazia. Besides, its area of competence will also include issues related to assistance in interstate search and deportation of persons hiding from prosecution or execution of the sentence, as well as coordinated efforts aimed to counteract dangerous types of crimes.
Addressing the Abkhazian partners, the State Secretary – Deputy Minister said: “I hope that we will eventually develop new forms of our cooperation enabling us to carry out efficient operations for combating crime”.
The Joint Information and Coordination Center of the Internal Affairs Bodies is planned to be located in Sukhumi. The headcount of the division will be 20 people. The Director and the Deputy Director of the Center will be assigned to their posts for a three-year period subject to the joint decision of the Ministers of Internal Affairs of Russia and Abkhazia. Besides, the two executives of the Center may not represent the same state.
It should be reminded that a similar Agreement between the Russian Federation and the Republic of South Ossetia on the procedure for establishment and operation of the Joint Information and Coordination Center of the Internal Affairs Bodies became effective in October 2016.
