In April of the current year, in Astana, under the chairmanship of the Kazakhstan party and with the participation of S.A. Imandosov, the Deputy Secretary General of the Shanghai Cooperation Organization, the Seventh Meeting of the heads of the competent authorities of the country-members of the Shanghai Cooperation Organization, which have the authority for illegal drug trafficking control was held.
From the Russian Federation, the event was attended by the Police Major-General Kirill Smurov the First Deputy Chief of General Administration for Drug Trafficking Control of MIA of Russia, Police Colonel Sergei Penkin, the Deputy Chief of the Organizational and Analytical Administration of General Directorate for Drug Trafficking Control of MIA of Russia, and Police Colonel Andrei Gir, the Russian MIA representative to the Republic of Kazakhstan.
During the meeting, the parties in a traditionally friendly and constructive atmosphere exchanged their views on the drug situation in the SCO country-members, prospects for the development of international cooperation in countering illegal drug trafficking and measures to strengthen the practical cooperation of the anti-drug agencies of the SCO country-members.
A steady increase in the production of narcotic drugs in Afghanistan and the Golden Triangle zone was noted. It is a serious threat to international and regional security and stability, which requires the international community to take consolidated actions.
It was emphasized that the new trends in the sphere of drug trafficking, such as the expansion of “assortment” and the active dissemination of new psychoactive substances, usage of modern information, communication and other technologies, as well as the use of incomes from a drug business as one of the source of financing terrorist organizations, have an increasing negative impact on the systems of national, regional and global security.
In this regard, the need to support and maintain the existing international drug control system, as well as the adoption of appropriate measures to improve the regional drug situation, was noted.
Agreements were reached to intensify the cooperation of the SCO country-members in the field of combating illicit drug trafficking, including joint measures to curb the spread of drug addiction and counter drug trafficking.
The next meeting of the chiefs of the competent agencies of the Shanghai Cooperation Organization country-members, which has the authority to combat illicit drug trafficking, will be held in the People’s Republic of China.
