Headline: New Heads of Mission to Bern, Kabul and Madrid
At the presidential session on Friday 7 April, the President of the Republic appointed Counsellor for Foreign Affairs Timo Rajakangas to serve as Head of Mission in Bern, Counsellor for Foreign Affairs Hannu Ripatti to serve as Head of Mission in Kabul, and Counsellor for Foreign Affairs Tiina Jortikka-Laitinen to serve as Head of Mission in Madrid starting on 1 September 2017. In addition, the President of the Republic decided about authorisations to represent Finland in Albania, Botswana and Mauritius.
Timo Rajakangas will transfer to Bern from Zagreb, where he has served as Ambassador of Finland since 2013. Based in Croatia, he represented Finland also in Macedonia in 2014–2015 and in Bosnia and Herzegovina from 2015 onwards.
In the Ministry, he has worked as the Baltic Sea Ambassador and Director of the Personnel Unit and held positions in the Department for External Economic Relations.
In the Diplomatic Service, Rajakangas has served as Consul General at the Consulate General of Finland in Hongkong and held positions in Finland’s Embassies in Vienna and Tokyo, Consulate General in Hamburg and Permanent Representation in Geneva.
Rajakangas joined the Foreign Ministry in 1985.
Hannu Ripatti will transfer to Kabul from Finland’s liaison office in Bogota, Colombia, where he has served as Senior Adviser since 2013.
In the Diplomatic Service, Ripatti has served in Finland’s Embassies in Mexico City, Copenhagen and Lagos and worked as Deputy Head of Mission in Finland’s Embassies in Beijing and Madrid.
In the Ministry, he has worked in the Department for the Americas and Asia. Ripatti joined the Foreign Ministry in 1987.
Tiina Jortikka-Laitinen will transfer to Madrid from the Ministry for Foreign Affairs. Since 2015 she has worked as the Euro-Mediterranean Coordinator.
Before that Jortikka-Laitinen worked as the Foreign Minister’s Special Representative in the work against Ebola and as Ambassador for action against radicalisation, violent extremism and terrorism.
In the Diplomatic Service, she has served as Finland’s Ambassador in Tunis, In the Ministry she has worked in the Political Department and in the Unit for International Environment Policy of the Department for Development Policy.
She has also held positions in Finland’s Embassies in Paris and Budapest and Permanent Representation in Strasbourg.
Additionally, she has conducted further studies in the French National School of Administration (École nationale d’administration, ENA). Jortikka-Laitinen joined the Foreign Ministry in 1988.
In addition, the President of the Republic authorised Head of Finland’s Mission in Athens, Ambassador Juha Pyykkö to represent Finland also in Albania and Head of Finland’s Mission in Pretoria, Ambassador Kari Alanko to serve Finland also in Botswana and Mauritius.
